Gordon Smith welcomed participants to this first meeting of the proposed consortium, and invited Brian Winchester to speak on the draft mission statement.

Brian Winchester explained that the mission statement was a first draft produced to stimulate discussion at this meeting only. The intention is to create a statement that is accurate, comprehensive, and authoritative. He requested help from the participants to recommend additions and modifications over the next six to eight weeks. The aim is to have a nearly completed draft by early January.

Gordon Smith then invited the delegates to comment on the draft agenda and make revisions as they would like. He reiterated that the mission statement and set of activities were drafts only—open to change—reflecting ideas put forward at the previous meeting in Washington. The proposed agenda for this morning was to discuss the idea of a consortium, what it might do, and how it might play a useful role.
